Hawaii Governor Linda Lingle has announced her budget plan for fiscal 2009. The budget, which goes into effect July 1st, reflects the realities of a cooling Island economy. While the tax revenue is up 3.4 percent over last year, that number is below the 5.7 percent forecast.
