Bush Unveils Climate Plan

President Bush on Wednesday unveiled a climate plan that many European leaders say is too little, too late. At climate talks being held in Paris, Bush announced a plan that would cap US emissions of greenhouse gases by 2025. Most European countries at the meeting have set a benchmark of reducing emissions to below 1990 levels. Projections by the U.N. Climate Panel indicate emissions by rich nations will have to fall by 25 to 40 percent below 1990 levels by 2020 to avert the worst effects of increased droughts, heat waves, floods and rising seas.
