A new law recently enacted in Hawaii will mean that recreational fishermen in federal waters off of Hawaii must register with the federal government beginning January 1, 2009. It will be the first registering program in the Islands, which is one of the last states to implement a registration system for ocean fishermen. The new regulations are designed to keep better track of fish stocks in Hawaii.
