Hawaii Governor Linda Lingle signed an emergency proclamation yesterday to complete the building of three shelters for the homeless on the Leeward Coast. The Governor's office stated that the proclamation was needed in order to complete construction. The funding was set to expire today. This was the fourth extension that Governor Lingle has signed to build shelters since the initial emergency proclamation in back in July 2006.
