The Honolulu Liquor Commission, conducting an annual survey called Team Plus, found that Oahu bars sold liquor to minors nearly 50 percent of the time. The commission sent undercover minors into bars 225 times last year and on 106 occasions the undercover drinkers were served alcohol.
